Whether as a consequence of colonialism or more recent international migration, ethnic diversity has become a prominent feature of many contemporary democracies. Given the importance of ethnicity in structuring people’s identities, scholars have sought to incorporate ethnicity in their models of people’s political behavior. Studies focusing on individual support for group interests among ethnic minority members find that higher socioeconomic status generally leads to a reduced emphasis on ethnicity in forming individual political opinions. However, this relationship is often considerably weaker among ethnic minorities with frequent experiences of discrimination, pessimistic assessments of equal opportunities in a country, and social pressures from group members to comply with group norms. Research also shows that, in comparison to majority populations, members of ethnic minorities are generally less active in politics, more likely to use contentious forms of political action, and support left-wing political parties that promote minority interests. Key explanations of differences between ethnic minorities and majorities in Western democracies focus on the importance of individual and group resources as well as political empowerment via representation in policymaking institutions, usually enabled by higher shares of minority populations within electoral districts.
An expansive body of research known as racial priming consistently shows that media and campaign content can make racial attitudes more important factors in Americans’ political evaluations. Despite the well-established racial priming findings, though, there are some lingering questions about this line of research that have not been adequately settled by the extant literature. Perhaps the most frequently debated issue involves the effectiveness of implicit and explicit racial appeals. Can explicit appeals that directly invoke race and/or racial stereotypes, for example, effectively activate racial attitudes in white Americans’ political opinions? Or do racial appeals have to be implicit in nature, making only coded references to race in order to prime racially conservative support for political candidates and public policies? Along with this important topic, there are additional questions raised by the existing racial priming research, which include: Who is most susceptible to racial priming? Are political attacks on other minority groups, such as Muslims and Latinos, as potent as the appeals to anti-black stereotypes and resentments upon which the racial priming research is based? How did Obama’s presidency, which both heightened the salience of race in political discourse and increased the importance of racial attitudes in Americans’ partisan preferences, affect the media’s ability to prime race-based considerations in mass political evaluations?

Social identity theory (SIT) from social psychology provides a means to explore the influence of identity and status concerns on foreign policy. The theory argues that groups are motivated to achieve a positively distinctive identity. Groups compare themselves to a similar but slightly higher reference group. Inferiority on important dimensions may lead to the adoption of an identity management strategy: social mobility (emulating the higher-status group to gain admission), social competition (striving to equal or surpass the dominant group), or social creativity (revaluing an ostensibly negative characteristic as positive or identifying an alternative dimension on which the group is superior).
Applied to international relations, states may pursue social mobility by emulating the values and practices of higher-status states in order to be admitted to a higher standing, much as Eastern Europe did in seeking admission into the European Union after the end of the Cold War. If elite groups are impermeable to new members, and the status hierarchy is perceived to be unstable or illegitimate, aspiring powers may engage in social competition, which usually entails territorial conquest and military displays. During the Cold War, the Soviet Union sought to catch up with and surpass the capitalist states. If elite clubs are not permeable, but the status hierarchy is stable, states may seek status through social creativity—either reframing a negative trait as positive or seeking preeminence in a domain apart from geopolitical competition. Social creativity may entail creating new international institutions, promoting new norms, or engaging in major diplomatic initiatives in order to increase the state’s prestige.
Research applying SIT to international relations has addressed the question of whether anarchy necessarily leads to conflict between states, the diffusion of values, the selection of an identity discourse on the domestic level, and state efforts at moral leadership.
Critics have charged that SIT does not clearly predict which identity management strategy will be chosen in a given situation. From a realist perspective, the selection of a strategy for enhancing a state’s status is constrained by geographic position, size, and natural endowments. But this argument does not take into consideration the availability of social mobility and social creativity as ways to achieve status that do not depend on relative military power.
The linkage between voters and political parties is to some degree based on stable social cleavages. Such cleavages express important and lasting societal divisions, allow parties and voters to establish long-term ties, and provide incumbents with clear representative and policy-making tasks against which they can be evaluated. Most research on cleavages has been based on the classic cleavages that were outlined in the Lipset-Rokkan model for social cleavages in industrial societies. These are:
(1) the center–periphery cleavage, which is anchored in geographical regions and related to different ethnic and linguistic groups as well as religious minorities; (2) the religious conflict between the Church and the State, which pitted the secular state against the historical privileges of the churches; this cleavage has more recently polarized the religious section against the secular section of the population; (3) the class conflict in the labor market, which involved owners and employers versus tenants, laborers, and workers; and (4) the conflict in the commodity market between buyers and sellers of agricultural products, or more generally, between the urban and the rural population.
Other social cleavages, such as gender, educational differences, and new divisions within the large new middle class, have been focused upon during the last decades. The new divisions within the new middle class are “horizontal” conflicts and can be conceptualized as a basic conflict between public and private employees, and as an alternative way of conceptualization, between those who work within technical, organizational, or interpersonal service environments.
Some of the cleavages have declined in importance over time, while others have increased. Some cleavages have changed character such as the class cleavage where part of the new middle class has voted for the New Left and part of the working class has voted for the New Right in the last decades. Changes in the impact and character of different cleavages have resulted in strategic reconsideration of important policies and changing location of the parties in the political space.
While migration has always existed, and its consequences have always been important, few people have lived a mobile life in the history of mankind. Population immobility has recurrently been part and parcel of political strategies of social control and domination. Since the second half of the 20th century, however, the extent of geographical movements of individuals has expanded enormously. In particular, the size and scope of international travel has increased at an exponential pace. Favored by globalization and technological progress, transnationalism, initially linked to migration, has emerged as a relatively widespread phenomenon that involves a growing portion of the general population, especially, but not only, in developed countries. Mainly on the basis of research carried out in Europe, there is evidence that transnational practices tend to strengthen cosmopolitanism and the legitimacy of supranational polities (particularly the European Union [EU]), while it is less clear whether they entail denationalization. Further research is needed to improve the quality of independent and dependent variables in this area and assess the effect of international mobility and transnationalism outside the European context.
The understanding of the differences in what a state and nonstate actors are and do in the Global South is augmented if we historicize these categories. In particular, the category of the nonstate actor is best understood when contextualized in the project of the state in which such actors operate. Building on established critical approaches, it is necessary to interrogate the a priori assumption that distinctions that frame as exclusively distinct categories of state and nonstate actors hold blanket validity for understanding politics in the Global South.
A meaningful understanding of how an actor’s influence—regardless of category—is enhanced when placed in a context, and where analysis addresses strategies and actions and their effects. To this end, an actor is defined as an entity with two characteristics: it is able to develop preferences and goals, and it is able to mobilize individuals and material resources in their pursuit. Presenting the benefits of contextual analysis shows how a focus on actors’ “sovereign potentialities” (i.e., attributes such as control over territory, service provision, generation of markers of identity, and the international recognition that an actor has and through which it can impose change on its context and environment) allows for a clearer understanding of what constrains or enables actors qua actors.
One way to explain the analytical purchase of this argument is via a novel reading of Hezbollah and of Lebanon’s politics, which is the party’s anchoring context. This makes it possible to analyze the profound effects of Hezbollah’s actions in Lebanon and regionally through its alliance with Syria (and Iran), its appeal to a wider Arab audience, and its confrontation with Israel. Special attention is given to Hezbollah’s actions in Lebanon, its involvement in the 2012–2013 Qusayr battle in support of the Syrian government, and its decision-making during the 2006 Israel War. This discussion will highlight Hezbollah’s state-like and non-state-like sovereign potentialities, and the factors that limit or enable its strategies in different contexts.
The concept of strategic culture has become widely used in the field of international relations, primarily in the context of efforts to explain the distinctive strategic behaviors of states through reference to their unique strategic properties. Despite this, a great deal of confusion remains regarding what strategic culture is, and how it may be used in the context of academic research. Two problems produce this confusion: much strategic culture literature continues to conflate culture-as-ideas with the behavior and artifacts through which those ideas become manifest, and strategic culture scholars have incorporated within their definitions of this concept overly narrow assumptions about where strategic culture may be said to exist.
To address these weaknesses in the literature, strategic culture is redefined as consisting of common ideas regarding strategy that exist across populations. This definition is narrower than many because it defines culture as common ideas rather than as ideas plus behavior (or as ideas plus artifacts). This matters not because it solves the methodological challenges faced by those who seek to study ideas, but because it forces us to confront these challenges directly in the context of efforts to understand the different ways that patterns of ideas may produce patterned behavior. This definition is also broader than many because it refuses to dismiss the possibility that common ideas related to strategic matters may exist across populations that are not bounded by the borders of existing countries. The rationale for such an approach is simply that one ought to look and see how common ideas are in fact distributed across populations, rather than assume that patterns will conform to taken-for-granted political units.

The term lateral pressure refers to any tendency (or propensity) of states, firms, and other entities to expand their activities and exert influence and control beyond their established boundaries, whether for economic, political, military, scientific, religious, or other purposes. Framed by Robert C. North and Nazli Choucri, the theory addresses the sources and consequences of such a tendency. This chapter presents the core features—assumptions, logic, core variables, and dynamics—and summarizes the quantitative work undertaken to date. Some aspects of the theory analysis are more readily quantifiable than others. Some are consistent with conventional theory in international relations. Others are based on insights and evidence from other areas of knowledge, thus departing from tradition in potentially significant ways.
Initially applied to the causes of war, the theory focuses on the question of: Who does what, when, how, and with what consequences? The causal logic in lateral pressure theory runs from the internal drivers (i.e., the master variables that shape the profiles of states) through the intervening variables (i.e., aggregated and articulated demands given prevailing capabilities), and the outcomes often generate added complexities. To the extent that states expand their activities outside territorial boundaries, driven by a wide range of capabilities and motivations, they are likely to encounter other states similarly engaged. The intersection among spheres of influence is the first step in complex dynamics that lead to hostilities, escalation, and eventually conflict and violence.
The quantitative analysis of lateral pressure theory consists of six distinct phases. The first phase began with a large-scale, cross-national, multiple equation econometric investigation of the 45 years leading to World War I, followed by a system of simultaneous equations representing conflict dynamics among competing powers in the post–World War II era. The second phase is a detailed econometric analysis of Japan over the span of more than a century and two World Wars. The third phase of lateral pressure involves system dynamics modeling of growth and expansion of states from 1970s to the end of the 20th century and explores the use of fuzzy logic in this process. The fourth phase focuses on the state-based sources of anthropogenic greenhouse gases to endogenize the natural environment in the study of international relations. The fifth phase presents a detailed ontology of the driving variables shaping lateral pressure and their critical constituents in order to (a) frame their interconnections, (b) capture knowledge on sustainable development, (c) create knowledge management methods for the search, retrieval, and use of knowledge on sustainable development and (d) examine the use of visualization techniques for knowledge display and analysis. The sixth, and most recent, phase of lateral pressure theory and empirical analysis examines the new realities created by the construction of cyberspace and interactions with the traditional international order.

South African trade unions had a decisive role in the political life of the territory that became the Union of South Africa and later the Republic of South Africa. Such a role was both formative and reactive; since their inception in the 1880s, trade unions attempted to shape the body politic, its legislation, its inclusions and exclusions, its bill of rights, and a whole range of social rights. They had a formative role to play in the construction and destruction of the country’s racial order. They also reacted to policy and law in all periods, creating serious challenges that continue well into the Post-Apartheid period.
Women are playing an increasingly significant role in terrorism. As men are progressively targeted by security personnel, using female operatives provides terrorist organizations with a “win-win” scenario; if security forces avoid invasively searching women for fear of outraging the local conservative population (based on social norms of women’s modesty and the honor code), women are the ideal stealth operatives. If security personnel are too aggressive in searching women, they aid terrorist recruitment by outraging the men in that society and providing the terrorists with propaganda that “our women” are being violated. In most conflicts, women remain an untapped resource. Recruiting women allows terrorist organizations to access an additional 50% of the population. Female attacks generate greater media attention than those conducted by men. This is especially relevant when media attention is one of the terrorists’ main objectives. Although women’s involvement in terrorist and extremist activities is not a recent development, their presence as frontline activists, propagandists, and recruiters is increasing around the globe.
